Mechanic Quali?cations: The Vehicle Technical Lead Mechanic is the senior subject matter specialist and maintenance leader for the district’s ?eet. The Vehicle Technical Lead Mechanic requires the ability to perform advanced mechanical work on heavy duty equipment and possess certi?cations to inspect the scope of work and ascertain vehicle safety. The Vehicle Technical Lead Mechanic will train and certify that other technicians are quali?ed, introduce new equipment and tools, develop factory-compliant maintenance schedules, and set priorities for schedules and repair/replace decisions.

 

Requires in-depth knowledge of the standard practices, techniques and tools used in repairing, maintaining and overhauling heavy and light equipment, gasoline, diesel, mechanical, and electrical powered equipment. Requires considerable knowledge of the principles of internal combustion engines, automotive and standard transmissions, di?erentials, hydraulic units, air brakes, and all other equipment systems and assemblies. Requires working knowledge of operating characteristics of machinery and vehicles used in student transportation, construction, delivery, and grounds keeping.

Requires skill in using the full range of hand and power tools used in automotive repair work. Must have thorough knowledge of work hazards and safety practices. Requires knowledge and understanding laws, codes, and regulations pertaining to vehicle safety. Requires su?cient leadership skills to train employees, and organize and prioritize work. Requires su?cient writing skills to prepare reports. Requires su?cient math skill to read, record and compute precise measurements and use business math. Requires su?cient human relation skills to train others and exchange technical information.

Requires the ability to coordinate and perform vehicle maintenance projects and tasks at a fully skilled, journey level. Requires the ability to diagnose a full range of problems associated with vehicle operation and safety. Requires the ability to lead a small work team, prioritizing work, evaluating quality, and providing input to performance. Requires the ability to plan, prioritize, and assign work in order to meet yearly schedules and timelines. Requires the ability to interpret computer-aided, digital, and scope diagnostic devices. Requires the ability to read technical manuals and schematics and write su?ciently to perform the duties of this classi?cation. Requires the ability to estimate scope of work assignments in terms of labor and materials and secure necessary tools and materials to complete assignments. Requires the ability to assign and perform a variety of maintenance and repair activities simultaneously.  Must be able to keep accurate records and observe general safety procedures.  Requires the ability to maintain applicable certi?cations. Requires the ability to work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the District. Requires the ability to obtain a Class B commercial driver’s license for school buses within 6 months of hire.

The position typically requires a high school diploma and 6 years of increasingly responsible experience in the maintenance and repair of vehicles including heavy  gasoline and diesel powered equipment. Alternatively, the position may require a two- year college degree in an automotive technology area and 2 years of recognized industry experience.

Requires a Class B commercial driver’s license. Requires ASE or A-Plus certi?cation in brakes, electrical/electronic systems, engine performance, power train, suspension, and steering.

Must have a high School Diploma or GED.

Must have or be able to obtain Arizona CDL with Passenger and School Bus endorsements.

Must have or be able to obtain CPR Certi?cation.

Must be able to assess concerns and complaints of students and proceed appropriately. Must sustain a safe driving record.

Ability to use 2-way radio for communication.

Must be able to operate all doors, windows and lifts on various school buses.

Must be able to properly use car seats, seat belts, safety restraints and harnesses and must be able to move a wheelchair into the bus and secure properly.

Ability to speak clearly and e?ectively to students, parents and District employees. Ability to manage groups of children.

Su?cient rudimentary knowledge of bus mechanical operations to describe problems to mechanic.

Knowledge of local streets and address system.

 

Essential Duties and Responsibilities include the following. Other duties may be       assigned.

Receives requests through work orders or direct contact. Assesses the nature of the repair request and assigns a priority. Prioritizes work orders, assembles service teams, and/or personally provides service.

Veri?es drivers’ comments and/or road tests vehicles to determine causes of unusual engine noises and/or vibrations, unusual exhaust color, odor, or sound, or other indications of problems.

Diagnoses mechanical problems. Makes a wide variety of mechanical repairs including overhauling engines, replacing bearings, adjusting ignitions and carburetors, assembling transmissions and di?erentials, ?tting pistons and rings, aligning and adjusting brakes, aligning wheels and installing axles, overhauling steering mechanisms and drive shafts. Performs complex work in the inspection, repair, and maintenance of automotive equipment including tractors, trucks, power mowers, power sweepers, vans, and construction equipment. Determines extent, type, and cost of repairs.

Leads work teams for large assignments such as overhaul of gas and diesel engines and running gear. Installs rings, rod bearings, main bearings, and brakes. Repairs transmissions and di?erentials. Overhauls and renews wheel cylinders.

Repairs, modi?es, and replaces vehicle body parts, panels, components, etc., in accordance with manufacturer speci?cations. Fabricates and adjusts parts to ?t. Makes repairs to vehicle bodies and frames. Applies paint to vehicles. Welds, cuts and brazes metals.

Establishes and maintains a parts and supplies inventory and distribution capability to support regular and unanticipated repairs and servicing.

Orders parts and equipment, such as, but not limited to fuel, lubricants, ?lters, accessories, and wear items. Reviews and codes invoices and processes documents according to established procedures.

Observes the work of other technicians, o?ering tips and suggestions for time savings, and repair techniques. Researches new work techniques.

Trains sta? and others in the use of equipment including that which requires certi?cation to operate, vehicle code requirements, emergency procedures, use of tools, products, and safe work practices.

Assists in Transportation department budget processes by researching and reviewing past vehicle repair and service activity, analyzing upcoming maintenance schedules, submitting recommendations and monitoring approved expenditures.

Estimates time and material costs for repairs including accident repairs. Orders parts and equipment.

Documents work orders, describing diagnostics sequences, repairs made, and labor, parts, and other materials used in connection with repairs. Maintains historical records of vehicle service activity and inspections.

Contacts established vendors for parts and supplies to support repair work. Maintains accurate records of parts, supplies and material inventory.

Maintains accurate records of Transportation Section use, storage, handling, and disposal of hazardous materials, including Material Safety Data Sheets, to comply with applicable laws and established District policies and procedures.

Assigns or personally responds to emergency breakdowns and repair vehicles at emergency site. Operates a variety of vehicle maintenance and repair tools and equipment in a safe manner.

 

Researches, trains and demonstrates required skills and safe work practices for mechanics in all areas of vehicle maintenance.

Prepares and completes required documentation of monthly mandated motor carrier Arizona Highway Patrol inspections as well as District requirements.

Performs other duties as assigned that support the overall objective of the position.

 

Physical Demands

Incumbent must be able to function indoors in an automotive/vehicle repair shop environment and/or outdoors in the ?eld engaged in work of an active nature. Requires ambulatory ability and strength to maintain cardiovascular ?tness to engage in strenuous physical labor such as lifting and carrying materials up to 75 pounds on a frequent basis, reach from awkward positions using hand-eye coordination to insert parts, and climb and balance.  Requires near and far visual acuity to drive, read and write, perform repair work.

Requires su?cient hearing and speech ability to hear sound prompts, vehicle sounds, and carry on conversations.

Work is performed indoors and outdoors where signi?cant safety considerations exist from physical labor, moving equipment, and temperature and noise extremes.While performing the duties of this job, the employee is frequently exposed to risk of electrical shock; vibration and extreme heat. The employee will frequently be exposed to dust. The employee is occasionally exposed to wet and/or humid conditions, outside weather conditions and extreme cold.

 

The noise level in the work environment is usually moderate to loud.
